Summary/Abstract: Restructuring of many educational systems around the world has the character of “rolling reforms” that do not change an outdated learning goals. The actual task is to move the focus from preparation for the exam to the necessity to teach to solve problems that have no analogues at present. This requires educating teachers of a new format that can not only be equipped with knowledge, but also to develop students at all levels of education.The Bologna process which declares that the main aim of education of a person development actually promotes unification of education including the subjects of learning namely – teachers and students.
