Within the frame of Ukrainian National Revolution, idea of the All Russian constituent Assembly received its shape within the walls of the Central Rada no earlier than in the summer of 1917, in the autumn of the same year the government of the Ukrainian People’s Republic started immediate preparation for implementations. And only because of the danger of spreading Bolshevik influence in the outlined territory and growing standing of the Ukrainian Central Rada and the General Secretariat, elected officials were forced to adjust their point of view, they approved as necessary organization of preparation for All Ukrainian constituent Assembly and in doing so they recognized Kyiv authority over the region in practice.
