Summary/Abstract: The local law is an important element of the functioning of local society. Therefore, it is necessary that it should be the best quality law. This law is a subject to similar rules of legislative technique as the common law – the acts or the regulations. The doctrine postulates that the obligation to carry out an impact assessment of the regulations should be included into this procedure in the case of adopted resolutions, which will not only contribute to increase their purpose, but also reduce their excessive number. Creating of the high-quality local law requires social participation in the process of its creation. In this case, the legislator is obliged to create appropriate conditions for citizens to be able to participate, individually and as a collective, in the meetings of the council.
