Summary/Abstract: In order to be a genuine democracy, a state needs a strong and independent civil society. Measuring and assessing the civil society is almost impossible because an information system that can be quantified doesn't exist. Currently, in Romania, the civil society must fight for its right to independence, if it wants to be credible to the public.
