Summary/Abstract: The idea of the public administration’s subordination to the law has been present for a very long time; the public administration is designed as a bureaucratic mechanism whose validation is to act as a center of legislative power, which is the very essence of administrative organization. However, gradually, this perception has changed considerably. The progresses of the science of administration, the fine-tuning of theoretical analyses and the ever increasing complexity of public action have modified this vision that had become obsolete. At present, the administrative structures, their organization and their functioning are underscoring the outlines of a deeply transformed administrative apparatus, which is no longer characterized by subordination, but by autonomy and diversity, as well as by harmony and prudence, with the development of actual technocracy; given its proficiency, experience and the adoption of technical methods, such technocracy undertook the task of defending the community’s interests, while the sought purpose stems from an idea of coordination of various and apparently clashing – political, economic, financial, social, technical, etc. – rationalities; all these define the very substance of such a purpose. In other words, the administration has become autonomous, i.e. a sum of segments has been created and these segments, in the aggregate, establish a surrounding systemic unit. This deep transformation of the administration has three traits: the endogenous process, which is the source of this transformation; subsidiarity, and universality.
