Summary/Abstract: In this article we analyze the unfavorable demographic, social, economic situation, which has been forming for 20 years in Ukraine and now is burdened with military actions. That’s provoking increasing a number of people, who having received disabilities and, as a result, need versatile rehabilitation. The state takes care of its defenders and their families. Defined at this article risks, unfortunately, impede rehabilitation, resettlement and reintegration of those who participated Anti-Terrorist Operation and members and their families.
