Summary/Abstract: This article is a substitute for the debate on public participation in the making for many years with economies in transition towards the digital economy. Highlighted here need to carry out a number of procedural changes involving international institutions. It stressed the importance of the Internet, whose role in terms of the flow of information, throughout this complex process of change, is crucial.
