THE ESSENCE, MEASURES AND EVALUATION OF THE PUBLIC FINANCIAL SYSTEM STABILITY IN THE CONTEXT OF EXPERIENCES OF THE GLOBAL FINANCIAL CRISIS

Summary/Abstract: In the times of crisis, there is a particular need to maintain the stability of the public finance sector. However, the need to undertake stimulating and activating measures processes causes many difficulties in maintaining the fiscal balance. Increasingly, it points to the need to seek a new paradigm in public finances, which will use the experience from the global financial crisis. Among other things, it must be distinguished between maintaining public finance stability and maintaining fiscal sustainability. The aim of this article is to present the essence and the role as well as to assess the stability of the public financial system, by identifying its basic metrics, features and conditions.
