Summary/Abstract: Hereby study seeks revealing the role of ideology in institutional change. In this context, the decisiveness of ideology regarding changes in education, a fundamental public institution for ideological shaping efforts due to its central position in the eyes of ruling elites and interest groups in Turkey, will be analysed, as well as the effects of this decisive intervention on institutional change. According to results of hereby analysis, the discussions and arrangements in the field of education are shaped pursuant to ideological attitudes; the processes of change in education are planned and carried out so as to feed and contribute to reproduction of dominant ideology of the political power, rather than aiming a platform where such reforms are actualised on the basis of rational grounds pursuant to necessities of the time. Besides, the results of analysis point out a constant interruption in institutional reform processes depending on change of political power, due to the fragmental and eclectic ideological structure in Turkey. The inevitable outcome is an inconsistent institutional character which seeks constant change but can never fulfil its function, and institutional change processes neither entirely realised nor accomplished.
