Summary/Abstract: The explosive development of ICT and their penetration into all spheres of economic and social life constitute major influencing factors for administration modernization and the profound reform of its relationship with society. However, involvement of the human factor – considered essential in all components that define the complex development of ITC – also represents, paradoxically, in the opinion of the authors, a significant source that limits the effects and major advantages that the internet can generate in the interaction between the administration and the society whose interests it represents.
