Summary/Abstract: In terms of the European strategy for the workforce, also ratified by Romania, which states the inten-tion to intensify the implemen-tation of labor policy at national level (especially those relating to the integration of young people into the labor market), and given the great human and agricultural potential of the Lower Danube region, we consider fulfillment of the national and regional pro-grammes for training of specialists in agriculture and rural develo-pment particularly important. This paper examines the necessity for the training of specialists in agriculture and rural development along the Lower Danube region in the context of cross-border cooperation between Romania and Bulgaria. The study begins with analysis of the European and national legal framework for adult education. It outlines the main prerequisites for the development of these activities. An analysis is made within the context of the programme for cross-border cooperation between Bulgaria and Romania (2007-2013). It is especially important that the Academy of Economic Studies in Bucharest, Romania and the “D.A. Tsenov” Academy of Economics in Svishtov, Bul-garia, collaborate on "Cooperation for human resources development - joint development of skills and knowledge". This is one of the key areas of intervention in the pro-gram for cross-border cooperation between Bulgaria and Romania (2007-2013). A four year research programme was conducted to discover the num-ber of persons trained in rural areas, including farmers along the Lower Danube region. This led to the idea that it is necessary to continue in this direction and to stress the importance of training adult farmers and agricultural specialists as part of the guidelines for the development of the rural economy and increasing social welfare. A comparative analysis is made of the supply and demand of specialists in the field of agriculture. Basic educational training programmes for specialists in agriculture and rural development are examined and some problems and perspec-tives presented.
