Controversies Surrounding Contribution to the EU Budget Final Remarks Tadeusz Mazowiecki’s government was sworn in on 12 September 1989 and its first international legal act was to sign, a week later, an agreement on trade and economic cooperation between Poland and the European Economic Community. Even though this agreement, which had been negotiated by the last Polish government of the “real socialist” era, was the first understanding between Poland and the EEC, in practice it constituted not so much the initiation of a new stage in relations as the closing of the previous stage. It was a non-preferential agreement, calling for a very limited liberalization of mutual trade, and was ill-adapted to the new political situation.
