Summary/Abstract: Article aims to determine the level of regulatory and institutional preparation of selected cities for civic participation based on consultation and dialogue. The considerations of the article fit within the theory of participatory and deliberative democracy. The resolutions regulating the issue of participation and civil dialogue, and the organizational structures of city halls were examined in 18 Polish cities. The study found that the resolutions universally regulating consultation with residents were enacted in 16 cities. Analysis of the content of the resolutions confirmed the assumption of a generally well-prepared legal basis for consultation. There was no positive correlation between the adoption of the resolution and the presence of an organizational unit in the city hall, which among its tasks has mainly consultation and dialogue with residents.
