Summary/Abstract: The aim of this article is to analyse systemic determinants of political competition in councils of medium-sized cities of Lower Silesia in Poland after local elections in 2014. Author answers following questions: 1) what types of actors do participate in political competition in these cities? 2) what is the proportion of powers in cities’ councils. Realising such aims, author fulfilled his analysis with conclusions concerning how systemic determinants of political competition influence power potential of mayors and presidents in medium-sized cities of Lower Silesia. In the considerations author used two methods – systemic analysis and legal-institutional analysis. Furthermore, he used following indexes: Rae’s index of fractionalization, Mayer’s index of aggregation, index of competitiveness in the council, index of fractionalization of the opposition and index of competitiveness among opposition groups. Authors used data presented by the State Electoral Commission.
