THE COSTS OF MAINTAINING WORKPLACES FOR PEOPLE WITH DISABILITIES IN POLAND

Summary/Abstract: One of the objectives of common labour market policy is full employment. European Union member states have agreed to achieve it by 2020 (75%), and as far as the disabled workers are concerned the planed rate is supposed to be 60%. This goal is difficult to achieve due to functional limitations, which the disabled are subject, and also because of continuing stereotypes and negative attitudes towards people with disabilities and their work. At the same time it is related to the progressive ageing of the population, resulting in reduction of medical fitness with age. Employing people with disabilities requires from companies considerable investment and consequently incurring costs that do not concern the other entities. Therefore, compensation systems has been created to cover these costs from public funds. This system covers the refund for creating new or adapt existing workplaces. State Fund for the Rehabilitation of the Disabled (PFRON) within the system reimburse the cost of salaries and social security contributions for employees of a certain type and degree of disability. The article presents an analysis of state spending on maintaining and adapting jobs for workers with disabilities in the years 2005-2014. The purpose of of implementing of this instrument is to improve the indicators of labour market of people with disabilities. Within the available data, it can be concluded that there is limited effectiveness of implementing of this instrument in achieving full employment. With relatively high costs, the employment of people with disabilities does not grow at a satisfactory pace.
