Summary/Abstract: The civilian organizations with ethnic cultural qualifications wase strated to be founded to protect and develop their cultural identities and lopalties. Kazakistan having cembined these organizations has been a medator to help Express their cultural identites of the peoples who lie in Kazakhstan. The Assambly has played an important role on the cultural and social integration of Kazkhistan so it is considered as the ideological tool of the state with Althusser concept.
