Summary/Abstract: The paper presents a discussion on the changing views of economic development. The authors provide a brief analysis of the economic development of the eastern provinces in comparison to other regions and the ensuing controversies on this subject. They also try to discuss the efficiency of the EU support within the framework of the operating program “The development of Eastern Poland”.
