Summary/Abstract: The article was dedicated to the establishment of the international relations of Azerbaiyan Communication. The development of the communication was researched by author during the independent years. After the collapse of the Soviet Union, Azerbaijan was restored its independence in 1991 and began to establish political and economical relations. As it was hard to allocate for communication services on internal account, it was decided to enlist the foreign capital to the country. The most successful step was the creation of the joint enterprises. The organization of the joint Enterprises was created by participating Ministry of Post Office of Azerbaijan and foreign companies in 1991 in Azerbaijan. Azerbaijan-Turkey Joint Enterprise “Ultel” was created in those years. The regulation fund of this enterprise was 2 million dollars. Generally in the years of 1991-2001 ten joint enterprises were created, most of those which were created by enterprises in Turkey. Azerbaijan does its best to take part closely in the work of the International Communication Bodies. Our country was accepted as a member for the International Communication Union and the Regional Communication Union in 1992 which created by the states including to the Union of the Independent States. Azerbaijan was included to The All-World Post Union (1 April, 1993) and “The conference of All-Europe Post and Telecommunication Administrations” (2 May, in 2000)
