Summary/Abstract: Being winner of the World War II USSR had territorial pretension against Turkey, made some steps in direction of joining Kars and Ardahan to Armenia and Georgia. The leaders of Armenia also had pretension in joining the part of Azerbaijan Mountainous Karabakh to Armenia. When all these were not succeeded, with the decision of USSR government over 100.000 Azeri Turks were moved to Azerbaijan during 1948-1953 under the reason of locating Armenians who were brought from abroad. This action was realized against to the wrecktion of human rights and international laws.
