Summary/Abstract: The 1980s and 1990s observed a global radical change in the relation of educational policy and educational research. It has been emphasised in the concepts and terminology propagated by OECD. The transformation involves a shift from ‘government’ to ‘governance’, i.e. from direct nationwide controlling administration to delegating powers and the liberalization of administration, as well as more or less liberal models of self-administration or market administration. The author discusses the most important implications of the ‘new government’, concentrating on such issues as ‘governance’ and cultural complexity, ‘governance’ and globalization, ‘governance’ and complexity theory positing an interdisciplinary approach to educational research. The arguments presented show clearly that educational policy is a desire rather than a prediction.
