Summary/Abstract: Azerbaijan boasts a centuries-long diplomatic history, which is of the same age as the statehood of Azerbaijan itself. Various states which appeared on this territory contributed to the development of statehood and diplomacy. They have always had institutions (though not in a modern sense), which were responsible for foreign relations. In the early to mid Middle Ages these functions rested upon shoulders of viziers and military commanders, that were subject to their rulers. In the contemporary history, the Ministry of Foreign Relations (Harici İşler Nazirliği) in its modern sense was established in Azerbaijan on May 28, 1918. This institution, according to classic European standards, conducted a policy of protecting national interests, and representing interests of the peoples and the state, but not monarchies or ruling dynasties. In the following Soviet and post-Soviet eras this institution was developing in the framework of regional and global political, economic and technological changes. Due to the restrictions of the Soviet regime a comprehensive work embracing a full spectrum of activities of the Ministry of Foreign Affairs and Foreign Ministers of Azerbaijan has never been written. The work by Musa Qasımlı and Elmira Hüseynova The Foreign Ministers of Azerbaijan (Azәrbaycanın Xarici İşlәr Nazirlәri) is the first comprehensive publication in this area.
