Summary/Abstract: A network of human rights organizations was established in October 1998 and named itself as the Balkan Human Rights Network. The idea was to gather forces by means of cooperation and to reverse the last decade's destructive development in favour of promoting knowledge of human rights and building up capacity of the human rights organizations. The founding members of the Network included some of the most well-known human rights organizations from Albania, Bosnia-Herzegovina, Bulgaria, Croatia, Kosovo, Macedonia, Montenegro and Serbia. The initial priority area was by means of assistance from the Danish Centre for Human Rights to train the human rights organizations in human rights reporting to the UN's supervisory Treaty Bodies. Shortly afterwards, in the beginning of 1999, the crisis in Kosovo became a springboard for increased attention to the whole situation in South Eastern Europe. As a result, new potentials for development of the Balkan Human Rights Network appeared.
