Summary/Abstract: In this study, problems and solutions related educational rights of disabled people in Azerbaijan have been analyzed based on international legal (constitutional) arrangements and national legislation provisions. Accordingly, in the context of disabled people’s rights for receiving the education, international and national arrangements’ scopes, policies, existing national level works and applicability limitations of providing a reachable education for all have been investigated. In this study, different varieties of existing problems, judicial regulation problems along with their solutions have been addressed. To be able to overcome these problems, it has been emphasized that providing education for disabled people and proposing & opening projects to obtain educational involvement of the disabled people is necessary. Proposals have been made with the consideration of “aligning the National Legislation which establishes the rights of disabled people with the United Nations Disability Rights Convention Concerns” and “taking necessary steps to have executable legislative provisions for providing a full coverage community integration of disabled people”.
