Summary/Abstract: In fact police have difficulties of solving motor vehicle theft crimes. It’s necessary to have a database for recovered vehicles to address the root causes of the phenomena. Even, the “recovery” variable should be evaluated in an objective way in order to evidence the causes. The crime rate for motor vehicle theft (as traditionally defined) alone wouldn't indicate that crime is down, because the crime rate is tied to police enforcement. However, the Uniform Crime Reports (UCR), the National Crime Victimization Survey (NCVS), National Incident-Based Reporting System (NIBRS), and National Crime Information Center (NCIC) have shown overall trend in motor vehicle theft. Few challenges must be considered while understanding such rates, even the significance of clearance rates. This paper explores the challenges associated with understanding clearance rates that can be classified into two categories: (1) confounding variables found within the data sources related to motor vehicle theft data sources and (2) those data source limitations.
