Summary/Abstract: In order to provide more civilized society and modern domestic security services according to new public management, firstly a transformation from old institutions to new institutions must be performed. Although there are many conditions of this transformation process called change period, openness of organization and organization members is one of the most important of these conditions. For this reason, it is aimed in this research to examine openness degree of Turkish Police Constabulary, which is known basic of domestic security services, and factors affecting openness level. In the research, (n=422) law enforcement agency personnel working at Samsun City police department in 2015 year were subjected to survey including openness to change scale. According to results of the study it was seen that Turkish Police Constabulary personnel has moderate openness to change. Moreover, there is a statistically significant difference on openness of managers based on grade of personnel (p<0,05). On the other hand, openness to change levels of personnel did not showed statistically significant differences based on all other demographic parameters (p>0,05).
