Summary/Abstract: Cohesion is a necessary condition for achieving sustainable development. Because of its multifaceted character, it must refer to the sphere of economic, social, spatial and environmental. Non-governmental organizations should have an important role in the shaping of cohesion policy. These organizations primarily affect socio-economic sphere, but may also indirectly shape spatial and environmental area. The aim of this study is to answer a question whether, in practice, the theoretical assumptions about the role of NGOs in the development of cohesion policy are confirmed. Research was carried out on the basis of a questionnaire survey of 40 local and opinion leaders, and 40 offices of municipalities of Lower Silesia.
