Summary/Abstract: The present article will briefly describe the competences of the district governing bodies and the district head in the performance of the tasks of this unit of local government in the area of public security and order. Of course, broadly defined security is the area of interest mostly to those organizational units of the district that are fulfilling, in a competent and professional manner, the requirements imposed by the legislator. District authorities, like commune-level authorities, perform public tasks in the area of public order and citizens' security. Pursuant to art. 4 (1) of the Act on district-level local government, districts perform public tasks specified in relevant statutes on the supra-commune level. A special competency of the district is to promulgate order-enforcement regulations through its resolution-passing and executive bodies based on its general powers. The basic purpose of such regulations is to establish procedures to follow in extraordinary situations on the local level. Besides the basic tasks, the present article will also present the special tasks of districts in the area of public security and order. The tasks that district authorities are charged with include ones related to crisis management, states of emergency, civil defense, fire protection, flood protection, social policy, mass events security, and emergency medical services. Outside of the scope of the article is the Police, which, after all, is of key importance not only to safety of people but also to the maintenance of public security and order. Therefore, the Police requires an in-depth analysis in a separate publication.
