Summary/Abstract: A process of legislative changes in the area related to activities of tour operators which proceeds in the last few years, could be seen as a legal phenomenon of the Czech Republic. This article is based on literature search, also on information from working groups meetings, professional associations statements and various discussions in the Chamber of Deputies. The article analyzes the process of amending laws which are crucial for establishment and operation of tour operators and travel agencies. The process of amendment to Act No. 159/1999 Coll. caused a crisis situation in September 2015 – a lot of tour operators were prevented from their activities. Practical implications of this legislative chaos are exemplified on a sample of 717 Czech tour operators. At these tour operators, the length of their insurance contracts (insurance in case of bankruptcy of a tour operator) was researched in autumn 2014. A total number of 67 tour operators can be considered as critically endangered. These tour operators are especially from the Moravian-Silesian Region and from Prague.
