Cross subsidization in Polish municipal waste management fees

Summary/Abstract: The article presents the results of surveys conducted in municipalities which relate to cross subsidization of municipal waste management costs under the new system of municipal waste management operating in Poland from July 1, 2013 to June 30, 2014. It was found that the introduced fees were not common and that at least 20% of system costs were financed by entities that did not generate these costs. The article also identifies, without identifying the scale of the issue, the areas of potential cross subsidization within the charging system disparities with respect to the cost shaping factors, as well as within tariff groups that can be created by municipalities under the regulations in force. The conclusions present recommendations designed to reduce the scale of the problem.
