The local elected officials is a public authority designated by vote of the citizens of local communities. They have responsabilities given by the law to meet local interests. Criminal law it assimilates local elected as public officers so that, if the crimes covered by the Penal Code they have as active subject public servant, then we have to understand that such crimes can have, as he offender, the local elected.
