Summary/Abstract: Study subject: to analyze the status of public control of the agricultural sector and to define the role and place of the state infunctioning of agricultural markets.It is well known that Ukraine is an agrarian state. During 1990 – 2014, Ukraine tried to comply with the basic economic functions ofthe state: building up the legal framework, creation of conditions for competition, redistribution of GDP and the national wealth,adjustment of resource allocation, and control of activities in financial and monetary spheres.It should be noted that, since the very first days of independence, the state has taken care of agrarian products marketing.However, even today the stock exchange and agrarian trade houses are still not able to take more or less significant place in thecompetitive market. Now they are mostly substituted by intermediaries or regional offices of export companies. Exchange offices or asystem of agricultural commodity exchange offices are mainly engaged in brokering through registering foreign trade operations.As for global trends, the majority of developed countries has so far got rid of the commodity exchange offices as such and replacedthem by futures trading ones.An important area of improvement in the agricultural sector and the agricultural production is development of agricultural servicecooperatives (hereinunder referred to as the ASC) which have been working in many European countries.Conclusions. Having analyzed governmental documents on formation, establishment and development of agricultural productmarkets, we have come to the conclusion:- Government intervention in the market is spontaneous;- No clear plan for development of the agricultural sector exists;- Instability in the financial market leads to great concerns of agricultural producers over a ‘big agricultural market’, since it feelsitself helpless in there, whilst the ‘rules of play’ in the domestic market are well known to him and the risks are minimal.
