Summary/Abstract: The army is not an isolated environment in which the problem of corruption is an extraordinary issue or exceeds the national average. The army reflects the problems that can be found in the society in which it exists. The range of problems qualified as bribery makes it troublesome to define the phenomenon. The Act of Public Orders, which was devised to fight corruption, in many cases allows the bribery to develop. Uncontrolled legal aspects of lobbying. Overdeveloped military bureaucracy and the multitude of central and decisive institutions in the Ministry of Defence, lack of transparency, mutual exclusion of decisions of subjects participating in orders. The primary rule of single command and legal responsibility for wrong decisions fails to function at the highest level of the military command. Lack or diminutive punishment, comparing to the weight of offence,encourages to participate in the process of corruption. The existence of social and business groups in which serving officers contact with former soldiers, business agents and entrepreneurs. Large amounts of money committed from the Budget to military equipment and armament promote law infringement.
