Summary/Abstract: Since 1913 a part of the Albanian regions and population vvere left within the state boundaries of Serbia and Montenegro. With regards to this issue, the Yugoslav authorities acted according a “well designed” program, which for a long time was systematically implemented, aiming at destroying the homogeneity of this compact population and eventually its physical elimination. Considering that their displacement to other parts of Yugoslavia did not result efficient, they took another approach, the displacement to Turkey. Faced with such an issue, the Albanian government held a firm position. It was in the national interest of Albania not to allow their emigration to Turkey but also not to allow their emigration to the interior of the Albanian Monarchy’s territories either, as the financial situation of the Albanian state did not favor the emigration at such a large scale. The Albanian govemment tried continuously to persuade Ankara to avoid the displacement of the Kosovar population from its lands. On the 19th of November 1932 Nezir Leskoviku met with the Turkish foreign minister Tevfik. Riiçtu Aras and asked the latter that the Turkish consulates in Yugosiavia should stop issuing visas for the Kosovar population. Tevfik Ruçtli Aras assured Nezir Leskoviku that the Turkish government would not allow the Turkish consulates in Yugoslavia to issue visas for the Albanians and that it would deny the admission of any Kosovar emigrants in the country. On 28 February 1933, Tevfik Riiçtii Aras, on the suggestion of Ataturk, visited Belgrade. He met with the Yugoslav authorities and started the negotiations with Begolub Jevtiq for the signing of a friendship and nonaggression pact between Turkey and Y'ugoslavia. In the framevvork of these talks the Yugoslav authorities discussed also the displacement of the Albanians to Anatolia. Immediately after this meeting, the Foreign Minister of Yugoslavia sent a secret telegram to the Yugoslav diplomatic representative in Istanbul in vvhich ordered that every prominent Albanian should not be allowed to return to Kosovo. The Albanian government vvas very worried by the collaboration betvveen Turkey and Yugoslavia as this went against the Albanian national interests.
