Summary/Abstract: The article discusses the vision and execution of the government of Charles IV, both in the Czech lands and in the imperial and European context. The article focuses on the circumstances that affected the selection and setting of the ruler’s goals and analyzes the assumptions of Charles IV’s actions and the practical aspects of his rule. A special focus is on the importance of education and law as critical tools of a society’s cultivation. The article also places emphasis on the significance of collaborators and institutions – the Church in particular – which helped to implement a ruler’s vision.
