Summary/Abstract: Azerbaijan is known for its poor record on human rights and the detention of its political prisoners. Yet, the regime continues to deny the existence of these prisoners while the West turns a blind eye to the abuses in the name of strategic partnership and energy co-operation. What more will it take to end the business-as-usual approach towards Azerbaijan?
