Summary/Abstract: The European Union and civil society are the two main driving forces pushing the Ukrainian government to implement reforms. Ukrainian activists support the army, help those displaced by the conflict and fight for change in cities, as well as monitor law-making and public finances. Yet the truth is that even more should be expected of them as they have the potential to be a real “game changer”.
