Summary/Abstract: In 2009, Slovenian archival theory and practice was received a formal note of important innovations relating to the list of archival material. Based on a joint decision of all regional archives a inventory was presented through the program of archives – scopeArchiv software. At the beginning of inventory and transfer, funds was registered in the new program, but practice has proven a huge gap between the existing theories and Slovenian archival practice, referring to the question of creating a fund based on the principle of provenance and the principle of original order, which form the foundation of the archival profession. The author presents some practical examples of the differences between archival theory and existing archival practices, and reflects the research of current practice and literature, trying to find the reasons for the application of existing practices in creation of funds and a negation of the principle of provenance. The paper will discusse about criteria on the basis of which it would be possible to create a base by applying archival principles.
