Summary/Abstract: In this paper we make a theoretical analysis of the concept of human capital considering new social changes due to globalization process. A strong human capital is essential for the social development of a community, but mostly in former socialist countries this is the first sacrificed on the altar of political and economic reforms. Human capital development is essential to increase the quality of life of a community.
