Summary/Abstract: Poverty has been a dynamic social fact from past to present. When poverty is handled in Turkey, it is seen that governments try to struggle against poverty as a social state, and in addition to that, non-governmental organizations also take significant roles to struggle against poverty. It should be declared that in every society, in its own cultural structure, there are fraternal and solidarity associations formed by different features and different dynamics. The aim of this study is to determine how solidarity networks, in which the poor also involve, locate on local level and to determine functions of fraternal and solidarity associations with the motive of acceptance that solidarity networks have important function to struggle against poverty. We focus on the frame of facts apparent via structured solidarity in social interactions formally and informally, via evaluating the views of the people who receive support from Yunus Emre Kültür Vakfı (Yunus Emre Cultural Foundation) on social support and poverty. This research should be interpreted as an effort to understand how the fact of charitable foundation based on religious and philanthropy function on local level in Turkey at the present time and what kind of a relationship is produced in this process. In the end of the research, it is concluded that Yunus Emre Kültür Vakfı is relatively impartial and fair about donations it makes. The donations have significant contributions in society; however, the donations are not enough to make the participants confident about the future and to comfort their lives. In the research, there is a consensus that the state has to support the poor first and foremost, otherwise the children of the poor will live a poor life of their own.
