Summary/Abstract: The article represents tools of contemporary policy for funding higher education, which implement innovative methods of using public funds. Various performance-based models are compared. The article discusses a set of recently implemented indicators used by EU countries. There is an overview of funding methods of Bulgarian system. The article recommends best practices, which could be implemented in the region.
