Open access decision as a regulatory instrument of the President of the Office for Railway Transport

Summary/Abstract: The article is focused on tasks and competences of the President of the Office for Railway Transport in the field of rail transport where services that are not public ones are provided. In the mentioned field, the President of the Office for Railway Transport makes an administrative decision (imperious decision). The legal name of this decision is an open access decision. In this paper, the author showed the essence and legal character of this decision.
