Summary/Abstract: Efforts to modernize the political, foreign and military affairs of the Habsburg Monarchy were begun in 1906, in order to counter the perceived weaknesses of the Habsburg state. The effects of these reforms, both intentional and unintentional, would serve to push the „Balkan Question” into a prominent position in European Great Power diplomacy from 1906-1914.
