Summary/Abstract: Terrorism has always evolved. This evolution is about tactics, strategy, aims, andmethods of activities. In the past, Al-Qaeda was an example of a new terrorist structure,today it is the so-called Islamic State (IS). Contrary to repeated opinions, theIS is not a state according to International Law and practice. It has only some characteristicsof statehood, only some internal structures, but it is not a state as definedby International Law and International Relations.The global and destructive scope of terrorism is reflected in statistics, accordingto which since the year 2000, over 60,000 terrorist attacks have taken place, inwhich over 140,000 persons have been killed. Those attacks have occurred in over100 states, but mostly in Afghanistan, Iraq, Nigeria, Pakistan, and Syria. 2015 sawanother phase of terrorism escalation, mostly caused by IS. It is a new form of terroristactivity, combining old and new elements of terrorist strategy and tactics. Theaim of the article is to present the activities and the reasons of IS’s successes, as well as to describe different initiatives of the international community aimed at removalof this threat.
