Summary/Abstract: The Declaration is very general in its language and is based on the vision of deeper integration founded on the centralization of power in the hands of EU institutions. The document is devoid of any concrete proposals whose implementation would solve the crisis afflicting the EU. Contrary to that contained in the Declaration, Poland should offer an alternative vision of integration based on the principle of proportionality and a hybrid model of integration. The strengthening of the EU should take place selectively where it is exactly needed, with a simultaneous reduction of its action, sometimes even by subtracting EU competences in those areas which are over-regulated.
