Summary/Abstract: The Declaration expresses the conviction of the need to give new impetus to the process of European integration, and the belief that more Europe, not less, is what we need. The explanation of these observations follows from the analysis of threats and challenges that affect the European Union and that cannot be coped with alone by any European state. In response to these challenges and threats, it is proposed to create closer European ties. Referring to the concepts contained in the Declaration, the author of the opinion recognizes that the challenges of the rapidly changing world require effective, joint and efficient reaction, which does not necessarily always mean closer ties developed in the manner that we now see. The Presidents of the four chambers propose deepening a political union, which could lead to a federal union of States. They do not precisely define this vision, however, clearly indicate a possible finalité of integration process: i.e. the establishment of a European federation. In the directional meaning, the idea of a federal union leads to the establishment of a single state and is contrary to the concept of the so-called Europe of homelands. According to the author, the decision on the signing of this document cannot be based only on the its content, but should also result from the analysis of political circumstances and political consequences of each such decision.
