Summary/Abstract: The system of healthcare is the subject of many letters sent to the Commissioner for Civil Rights Protection of Poland, for whom this system is one of the most distressing social shortcomingsand a dangerous symptom of the weakness of the state. The most frequent complaints concern accessof citizens to medicines and treatment, and in particular the principles of drug reimbursement,access to cancer drugs, regulations on the accountability of doctors and punishments when they fail to provide adequate health care. There are reservations concerning the absence of geriatricians from the list of doctors authorized to issue orders for the release of certain orthopedic devices and aids and supplying them to patients. Unfortunately, complaints can take a longtime to be looked at. For example, since public health insurance has existed, successive Commissioners for Civil Rights Protection have submitted their motions for increased and simpler accessof patients to orthopedic devices and aids, to change the regulations to ensure theircompliance with the Constitution and the act, and the transparence and equal access of patientsto such services. The current ordinance of the Minister of Health on guaranteed services as regardsthe supply of medical products such as orthopedic devices and aids has not removed the reportedflaws, nor does it ensure transparency of access.
