Summary/Abstract: In my article I attempt to map a development of human rights from the 18th century up to the present. I am focusing on the inclusivity of human rights. I argue that the scope of human rights has become broader up to the Universal Declaration of Human Rights, where human rights are granted to all human beings. However, after the events of September 11 2001 one can detect certain reversal in this trend, when certain groups of people are being denied the protection of their human rights.
