Summary/Abstract: The point of this article is to show the influence of the need for safety on the state of socio-economic system. This need, is depicted as the main motivation for undertaking joint actions by people or eves as reason for existence of countries. In the succeeding part of the article, actions of the country, as the institution constituted by the cooperating citizens, are portrayed and then judged from the effectiveness point of view.
