Summary/Abstract: One of the ideological principles guiding the theory of the replacement of capitalist society by communism is the development of a balance of forces between the two camps. This is not a self-fulfilling process but a task to change the balance in favor of the socialist camp. It includes very different levels and kinds of actions, one of the most important being the alteration of the military balance. This process has already brought successes, for example in the atomic balance between the USSR and the USA. As a result however, Moscow claims, the imperialist camp is now searching for other means to restore the balance in his favor, one of them being ideological diversion. Consequently, for the Soviet Union peaceful coexistence, cooperative measures, and the enhancement of its military strength and preparedness go together. As illustrations the author mentions experiences of the USSR in the Second World War in connection with the last war in the Middle East. But the problem of the balance of forces arises also between the USSR and China.
