Summary/Abstract: The level of development of e-administration in Poland is discussed in the paper. Factors determining implementation delays in this area are indicated, including weaknesses of strategic thinking; absence of unified and stable leadership; undue reliance on legal instruments coupled with insufficient potential to take advantage of them; absence of monitoring of the implementation of the strategy to develop e-administration. The implementation of e-administration projects is evaluated by reflecting upon the case of PESEL2 programme. The strategic as well as specific (i.e. exemplified by the PESEL2 programme) dimensions of the implementation of e-admninistration in Poland are evaluated critically.
